You just cannot win with the banks! When I was back in Australia recently I opened an account with HSBC because I wanted to try and reduce the bank fees we were paying with the Commonwealth Bank to withdraw cash here in Argentina. And so I opened an account with them and they were going to charge only 1% plus a flat fee of $4.50, which was considerably less than the Commonwealth.
But, you guessed it. Come March 1 and HSBC has now put its international fees up to 2%. So we are almost back where we started. Grrrrrr....
